The firm is a museum of the movement; and carries with it the history of legalization, hosting political action meetings for years with the object of legalizing cannabis, out from which sprouted, the victory of legalization.

 

We are a  specialized team of cannabis business and defense attorneys with a passion, and a track record, for protecting and promoting medical and recreational cannabis businesses and campaigning for legal adult use of cannabis in Michigan, and nationwide.

A HISTORIC FIRM

Cannabis Counsel® is America’s first law firm dedicated solely to cannabis law with specialties including: business law, criminal defense, intellectual property,  copyright & trademark law, municipal law, lobbying, zoning, and other areas of legal practice related to cannabis businesses. Cannabis Counsel® currently operates with five attorneys and five Of Counsel affiliates including: Aspen, Denver, New York, Philadelphia, and Ann Arbor, MI. 

Our attorneys have long been active members in the decades-long fight to legalize responsible adult use of cannabis. Our partners are all board members and leaders in multiple organizations dedicated to the reform of marijuana laws, both here in Michigan and nationwide.

Our firm has provided legal counsel to the highest authorities in Michigan, including LARA, the Governor, and the Attorney General to City Council's and Mayors. Proudly, we have helped draft cannabis legislation and regulations for all levels of government. 


Cannabis Counsel’s® campaign and advocacy work includes: drafting portions of the Michigan Medical Marihuana Act of 2008, and the recently passed 2018 Michigan Recreational Legalization Initiative to regulate marijuana like alcohol.

Matthew Abel has been a practicing attorney in Michigan for over 30 years, and is the founder and Senior Partner of Cannabis Counsel®, a boutique marijuana law firm in Detroit, Michigan.  Matthew is Executive Director of the Michigan chapter of the National Organization for the Reform of Marijuana Laws (NORML). Cannabis Counsel® law firm currently is assisting clients who are pursuing licenses to operate legal cannabis businesses in Michigan

Ann Cisco has been a partner at the law firm since its inception in 1999, and is providing experienced legal services to cannabis businesses pursuing state licenses under the MMFLA. Cisco has been practicing law for more than 25 years, including her many years of experience in the federal and state trial and appellate courts of three different states. She currently concentrates on drafting state-mandated business plans for the licensing of provisioning, grow, processing, and secure transporter facilities.

Thomas MJ Lavigne, JD is a partner at the law firm, representing clients with cannabis businesses pursuing commercial licenses under the Michigan Medical Marihuana Facilities Licensing Act (MMFLA). He has practiced law for almost 30-years.  Lavigne is also Secretary of the Board of MILegalize.  As a technology expert he will organize even the most complex application and get it submitted to the state in an efficient manner. 

As a Junior Partner at Cannabis Counsel, Julia A. Gilbert currently focuses on marijuana law, cannabis business formation and licensure under the Michigan Medical Marihuana Facilities Licensing Act (MMFLA), and under the Michigan regulation and Taxation of Marihuana Act (MRTMA). She has efficiently and effectively helped clients. Julia has also successfully handled civil asset forfeiture cases, lawsuits against municipalities, divorce and custody  cases, and has defended individuals charged with criminal offenses across the state. 

Sean is experienced in assisting a variety of marijuana businesses navigate the complex licensing process at the state and local level. Sean guides our clients through the pre-qualification stage of the MMFLA application, and will work through deficiencies notices or other roadblocks to the best of his ability. Sean also assists clients with municipal license applications, helping clients work with cities and townships across the State of Michigan.
